The Medical Guarantees Program (MGP) is a list of medical services and medicines that the state guarantees to Ukrainians free of charge. The National Health Service of Ukraine (NHSU) pays for these medical services for citizens directly to hospitals, concluding an agreement with them.
Every citizen, regardless of income level, social status, place of registration, can receive the same amount of medical services free of charge in any hospital in the country that has an agreement with the NHSU. These are the main principles of the Medical Guarantees Program – universality and extraterritoriality.
MGP-2024 consists of 44 packages of medical services that cover all types and levels of medical care:
– Emergency medical care
– Primary medical care (primary medical care, support and treatment of tuberculosis patients, support and treatment of people with mental disorders)
– Public health services (diagnosis and treatment of HIV, tuberculosis in inpatient conditions, psychiatric care in inpatient conditions, substitution maintenance therapy)
– Outpatient services (prevention, diagnosis, observation and treatment in outpatient conditions, pregnancy management, dental care, early detection of cancer services, hemodialysis treatment, peritoneal dialysis treatment)
– Inpatient services (inpatient medical care with and without surgical operations, treatment of oncological diseases)
– Priority inpatient services (Medical care during childbirth, assistance to newborns in complex neonatal cases, medical care for heart attacks and strokes)
– Rehabilitation care (rehabilitation of infants born prematurely or sick during the first three years of life, inpatient and outpatient rehabilitation of adults and children)
– Palliative care (inpatient and mobile)
– Infertility treatment (Infertility treatment using assisted reproductive technologies (in vitro fertilization))
– Transplantation
The National Health Service of Ukraine purchases medical services in state, municipal and private medical institutions for all Ukrainians and our goal is for the patient to know about the state-guaranteed volume of services and the rules for receiving medical care, and for the provider to understand his capabilities and responsibilities.

The rules for receiving medical care under the Medical Guarantees Program are the same for everyone.
Access to most free services is opened through a declaration with a primary care physician: a family doctor, therapist or pediatrician for a child. If necessary, the doctor will create an electronic referral for a consultation with a specialist, examination, etc. With the referral, the patient is free to choose the institution in which to undergo examination or treatment.
However, an electronic referral is not required to receive emergency medical care. Also when contacting a gynecologist, psychiatrist, narcologist, dentist, phthisiologist, pediatrician or a doctor who is under the supervision of the patient with a chronic disease.
Every year, the list of free medical services is detailed and expanded in the interests of patients.
